Established in 1853, Northern Children’s Services (Northern) is one of Philadelphia’s oldest human services organizations. Northern offers community behavioral health, child welfare, and residential services to children, youth, and families. Operating in over 20 Philadelphia public and charter schools, in homes, and in under-resourced communities, we believe in every child and youth’s potential to transform themselves. Our services focus on care, safety, health, permanency, independence, and positive relationships to support families facing poverty, gun violence, unemployment, family incarceration, trauma, and behavioral and mental health challenges.

Position Overview:
Northern seeks a skilled, contracted Program Evaluator to assess the efficacy of the YP3 program and ensure it meets its intended goals. The evaluator will be responsible for data collection, analysis, and reporting to guide program improvements and decision-making. This role requires someone with experience in outcome measurement and a strong understanding of trauma-informed care and violence prevention initiatives.

Key Responsibilities:
• Data Review & Analysis:
o Track and analyze program survey data, identifying trends and key findings.
o Assess whether the program is meeting its intended outcomes, such as:
 Increased trauma awareness among participants.
 Improvement in conflict resolution skills.
 Increased access to social supports, employment opportunities, and mentorship.
• Evaluation & Reporting:
o Provide detailed quarterly and annual evaluation reports summarizing trends, outcomes, and areas for improvement.
o Collaborate with YP3 staff to ensure data collection methods are aligned with program goals.
o Complete quarterly state program reporting to ensure compliance with state guidelines and funding requirements.
• Process Improvement:
o Evaluate the program’s data collection processes, including survey tools, data collection frequency, and type of data collected, and recommend revisions to enhance accuracy and relevance.

Qualifications:
• Bachelor’s degree in social sciences, public health, data science, or a related field (Master’s preferred).
• Proven experience in program evaluation, particularly in trauma-informed care, behavioral health, community violence prevention, or youth-focused programs.
• Strong quantitative and qualitative data analysis skills.
• Experience with survey design and outcome measurement.
• Excellent written and verbal communication skills.
• Ability to work independently and manage multiple priorities.
